the defense department is a big bureaucracy. we have about 3 million people, and they are very dedicated people. they are very dedicated professionals, but often the ability to focus on a problem and be able to deal with it suddenly requires we have got to change direction and understand who they are dealing with something that is a serious threat, and that is the way i feel about the mental health problems that are impacting our forces. part of this is the impact over 10 years of war and the stress that is involved in the clement after deployment -- involved in the employment after deployment. part of it reflects the stress in society in general. in many ways when you look at our suicide rate, if you look at the general society, there is an increase in suicide rates as well, part of its due to family stress, part of it due to drinking, part of it due to drugs, part of it due to financial stress, and there are a whole series of issues that play a role in creating this kind of pressure. given the fact is when it comes to mental h
